I think he is a highly misunderstood character. People find him snobby, douchy and not “a weasley” (until the end of the 7th book atleast). But if you look at it from his POV, and try to understand his thought process, it makes sense. Coming from a family of so many siblings, two of whom have already turned out so well, it is only understandable that he feels the need to excel. But not all people think the same. He wants to follow in the path of excelling, but doesn’t want to stop where his brothers did, he wants to go a step further.
People also seem to not like him for going against his family, but think of it this way: you just got offered a position right under the Minister and you are being told not to take it because the minister doesn’t believe in Harry Potter. Well honestly, that is asking a bit too much. It is not Percy’s fault that Fudge did not believe or openly denied the claims, he wants to do his job and be recognized for it. You just can’t hate the guy for wanting what he wants just because his father does not like the minister.

And there was silence, followed by a sort of muttering of “oh yeah, I can see that” or “huh, that makes sense,” and I was delighted, because that was how it started for me, too.
